If your ticket specifies so, it shall be 2 bags of 23 kg each for check in.
Airline defines its classes as Basic and Main Cabin for economy class, Basic allows 1 bag of 23 kg for free and Main Cabin allows 2 bags of 23 kg each. Yours shall be the Main cabin one.

You have not mentioned the cabin class. However, 1 bag of 23 kg is likely to be free. If you have booked with the airline, you must have this mentioned on your ticket.

IF you are allowed to take 1 bag of 23 kg and you want to split it into 2 check-in bags, then you will be charged for carrying extra bag because the allowance is based on piece-system, not on weight system. So, you have to be mindful of the number of bags you want to carry.

We do not have any information about additional baggage allowance to Students from Delta Airlines at this stage. Please refer to our post https://www.baggage-allowance.info/blog/which-airlines-offer-student-flight-discounts-and-other-benefits/ to check the airlines which offer Students discounts and additional baggage. Also, check the associated terms and conditions.

No, if you combine the checked bags, the weight will exceed 23 kg and you will have to pay extra weight charges. Max weight of one check in bag can not be more than 32 kg. So, if you are willing to pay extra money, you can raise the weight of one bag from 23 to 32 kg.

Please make clear what does 'SD' stand for. Is it Santo Domingo or other location?
For Seatlle Tacoma to Santo Domingo, 1st bag fee is $30, 2nd bag fee is $40 for up to 50lbs weight of each check in bag. For more than 50lbs and up to 70 lbs, charge is USD 100. If it is even more than this and up to 100lbs, USD 200 is the charge.

Adults are allowed 1 bag of 23 kg free if travelling in economy (also called Main Cabin in Delta Airlines). 2 nd baggage is charged USD 75 for economy class. However, if you are travelling on any of the other three classes (Delta One, First or Business Class), you will be allowed 2 bags of 32 kg each free. 1 cabin baggage for adults of size 56 x 35 x 23 cm is allowed free of cost. No maximum weight limit applies on cabin baggage.
Infants, if not ticketed, are not allowed free allowance. However, you can carry fully collapsible strollers in check in baggage.

2 bags of 23 kg are allowed while travelling on Main Cabin class of service. For Delta One, First Class or Business class cabin service, allowance is 2 bags of 32 kg each. Cabin baggage allowance restrictions for your route are not related to weight but only to dimensions of the baggage. There is no upper weight limit but the size of luggage shall be 114 cms as sum of dimensions. There is a cabin bag size checked kept at airports in which you bag would be put to check whether it meets dimensions restrictions or not. The size of this check is 56*35*23 cms.

You will have to excess baggage since Delta and Air India are neither partner airlines nor belong to same airline allowance. There is nothing to suggest that you will be allowed to take the allowance from Air india to Delta without paying excess baggage rates.
