Though flydubai is a LCC, it has two classes of travel.
In addition to Economy, it also has a Business Class.
flydubai has 4 different fare classes and baggage allowances are linked to these classes. These fare classes are -

Hand or cabin baggage is dependent on class of travel on the carrier. There are restrictions of weight, dimensions and number of pieces that can be carried on board.
Economy class passengers (on all fare classes) are allowed to carry only 1 item of hand baggage of weight up to 7 kgs and of maximum dimensions 56, 45 and 25 cms. Additionally, you can carry one personal item such as laptop or small ladies bag, not exceeding 25, 33, 20 cms and total weight of this personal luggage and hand baggage shall not be more than 10 kgs.
Business class travelers have higher allowance. They are allowed to carry 2 bags of total weight of 14kgs with each item being of 56, 45 and 25 cms.
Infants are allowed one extra bag for cabin and it must also meet the same dimensional restrictions.
Checked in baggage rates depend on route travelled and whether the bookings are Economy and Business class.
The check-in baggage is based on both weight and piece system. For flights to Americas and Africas, the piece system of allowance is used.
Weight-based baggage allowances have been provided above.
Piece-based baggage allowances are 2 bags of 23 kg each for Economy class and 2 bags of 32 kg each for Business Class.
Pre-purchase Bags
You have the option to pre-buy 20 kgs of baggage and within this weight limit, you can check in up to 3 bags.
All checked-in luggage piece shall weigh 32 kgs or less and shall be of 75, 55 and 35 cms in dimensions.
Pre-buy slabs of baggage weight are of 20, 30 and 40 kgs and their respective charges are AED 50, 100 and 200 provided that the flight booking happens on flydubai website, through call center and flydubai travel shop.
Airport Baggage Rates
If passengers do not buy the baggage as per these slabs at the time of bookings (or up to 4 hours before scheduled departure in case of economy class booking), they will have to pay at the airport check in facility at per kg rate. The rates of airport check in depend on Zone of travel. For this purpose, flydubai has divided its sectors of travel into 8 zones. These zones are:

Zone 2: Bahrain, Doha, Kuwait, Muscat, Salalah
Zone 3: Riyadh, Tabuk, Taif, Yanbu, Abha, AlUla, Dammam, Hofuf, Jeddah, , Gassim, Gizan, Ha'il, Madinah
Zone 4: Tehran, Tel Aviv, Amman, Baghdad, Basra, Lar, Mashhad, Najaf, Beirut, Erbil, Esfahan, Shiraz, Sulaimaniyah
Zone 5: Asmara, Dar es Salaam, Addis Ababa, Alexandria, Djibouti, Entebbe, Port Sudan, Zanzibar, Hargeisa, Juba, Khartoum

Yes, you can take 2 check in bags within permitted allowance limit of 30 kg. You can divide this weight in any way you want between two bags. Max size of check in bag shall not be more than 165 cm in linear dimensions, that sum of all three dimensions added only once.
For cabin baggage you can 1 bag of up to 7 kg and dimensions 55cm by 38cm by20 cm

Check in baggage allowance for Economy Value or Economy Flex tickets is 40 kg. Cabin allowance is 7 kg. Since one check in bag can not have more than 40 kg, the number of check in bags shall be atleast 2. Please check which of these tickets do you have. Economy Lite tickets do not allow any check in baggage allowance.

You have to check which fare type has been booked. If it is Economy Lite, then there is no free check in baggage allowance. If it is Economy Value, then 20 kg is free allowance and if it is Economy Flex then 30 kg is free allowance in check in baggage.

Which economy ticket have you bought and when? There has been a change in fare type from December 2, 2018 and tickets issued from this date will have free allowances in check in baggage under the Economy Value and Flex tickets. There is no free allowance for Lite tickets.

At first, when is the ticket booked? If the ticket is booked before 2 December, 2018, then Economy Free to Change and Economy Special Offer tickets have free allowances. However, if the tickets are booked after 2 December 2018, then the following rules apply:
IF you have to book economy lite ticket on this route,then there is no free check in baggage allowance and you will have to pay for the full weight you want to carry.
If you book Economy Value or Economy Flex ticket, then 30 kg free check in baggage allowance is provided by the airline.
So, how much excess baggage you will have to pay will depend on which ticket you have bought and when.

You will have to get approval from airline if you are taking more than 40 kg. So, we would request you to get in touch with the local office of the airline. IF the flight load levels permit, you will be allowed to bring more weight after paying the excess baggage charges.

There is no free check in baggage allowance on flydubai unless yours is a special offer ticket which allows free check in allowance of certain kgs. Sum of dimensions shall be less than 158 cm for any check in bag. Since size is more, its carriage might be declined.

There is no free check in allowance in general. Only when you buy a special offer ticket which provides a 20 kg check in baggage free are you allowed to carry it free. You can buy check in baggage in slabs of 20kg, 30kg or 40 kg.

You have not mentioned which fare class have you booked. If it is Economy Free to Change ticket, then 20 kg check in baggage is allowed. However, if it is Economy Pay to Change, you do not have the check in baggage allowance. Therefore, there would be an excess of 10 kg in former case and of 30 kg in the latter case.
Anyways, excess baggage charges for Delhi to Tbilisi are AED 45 per excess kg.
