Is this told by the airline or the agency? Generally, custom clearance is to be done at first port of entry (New Delhi, in your case) and for which you need to collect baggage and then again drop the same at airline counter for domestic flight connection. We suggest you speak to airline customer support, and to some senior person.

Ex-sharjah, Baggage allowance is 20 kg check in per person. Cabin allowance is 7 kg per person. Person is any person of more than 2 years of age.

It is 20 kg check in and 7 kg cabin free allowance per person (adult or child)
