Jet Airways distinguishes between the domestic and international sectors of travel for the purpose of delineating the policy of refund.
Within India:
Jet Airways shall inform about flight cancellation to you through SMS or phone call at least 3 hours prior to scheduled departure provided you have given correct and working mobile and landline number, failing which the airline will pay:
a) Refund of tickets, if you are not willing to alternative flights and
b) An additional compensation ( if ticket price is more than the following compensation amounts) of amounts Rs 2000, Rs 3000 or Rs 4000 for flights have block time respectively of 1 hr or less, more than 1 and upto 2 hours and more than 2 hours. This compensation is provided in the form of Miscellaneous Charges Order (MCO) which is to be encashed at Jet ticketing counters.
c) Meals and refreshments if you have already reported at the airport.
d) No compensation will be paid in case alternative arrangements done by Jet are not availed or cancellation happens due to reasons beyond the control of Jet.
In cases of flight delays, when you have already checked in, and the flight delay is 2, 3 or 4 hours respectively for flights having block time of upto 2.5 hrs, more than 2.5 hrs and upto 5 hours or more than 5 hours, there is a provision for providing meals and refreshments by the carrier. Further, hotel accommodation including the transfers are provided in case delay is more than 24 hours after scheduled departure of original flight.
For flying within India, a change to the confirmed ticket, either by way of cancellation, postponement or change of itinerary, shall be done at least 1 hour before flight. Charges of 25 percent of basic fare are applicable if this time period is not respected. There is also a provision for levying re-issuance charge for tickets which are converted from a higher fare to a lower fare. For processing a confirmed ticket for refund, an additional documentation charge is also levied.
For tickets which have to be processed for refunds but do not attract cancellation or refund charges, there is a levy of Rs 100 as Refunds Administration Fee (RAF).
If you cancel the flight tickets booked online or change the dates of journey there is levy of penalty fee of Rs 5000 and Rs 3000 respectively for international flights and of Rs 1750 for both in case of domestic flights. However, if it happens within 24 hours of making the reservation, penalty fee is waived off.
International Sectors:
For international sector flights, if there is a change in confirmed ticket 3 hours prior to departure, there are charges for cancellation which vary from sector to sector.
The refunds are issued through the same mode which was used for making the payment.
However, if there has been a purchase of ticket online and reissued at a Jet Airways office, then the refunds would be available at the office only.
Refund Administration Fee (RAF) of Rs 400 is levied, if the ticket does not attract the cancellation or refund penalties. So, this is the minimum amount which the guests have to pay in case they need refunds.

Since ticket was bought through an agent, all action shall be done against the agent. Whether it is making a request for refund, or filing a complaint, it shall be done against the agent. Further, you can also lodge a police complaint against the agent at local police station.
You can also seek guidance from your embassy in Sri Lanka.

No that is not the case. This Rs 400 is charged in those situations where a cancellation is done but the terms of tickets do not attract charges for cancellation. Airline would not like to let you go away like that. Therefore, Rs 400 is charged as Administration Fee. For knowing full quantum of refunds for your ticket, please contact the airline local office.

Since ticket was booked with the airline, you have to approach the airline only. In case of grievance or making a complaint, you can follow the official process of the airline for this purpose. DGCA website has names and contact nos of Nodal Appellate officers of every airline operating in India and you can contact them.

For domestic flights, 25 percent of the base fare is charged towards cancellation fee. However, exact amount would be told by Jet only. If you booked ticket with agent, then the agent will tell the amount to be actually refunded.
There is another provision that if you cancel the domestic flight tickets within 24 hours of booking these online on airline website or its mobile app, then there is zero penalty fee.

For matters related to refunds from the airlines, you will have to pursue with the entity which booked the tickets. If it was Jet, you will have to approach them. Refunds will be granted by the airline. We will not get any information related to it from the airline.

The charge is zero if tickets are cancelled within 24 hrs of booking on airline website or mobile app. If cancelled within 1 day before flight date, you need to seek the information directly from the airline since it depends on a number of factors.

At first, we are not Jet Airways and are not related to it as well. Please check with the airline whether the flight is really cancelled because, at times, due to technical error, wrong ticket status messages could be sent to the flyers. If it has been cancelled by the airline and you have not done it, please seek clarification from them on the reasons for the same.

For all tickets booked through agent, it is the agent who would tell you how much would be deducted and not even airline will tell the amount.

Jet will not inform us about the refunds status or amount. Therefore, please contact the agency which booked tickets. The refunds amounts are nowadays credited to a credit shell where this sum is kept for future travel. You shall seek for release of this sum from the credit shell, if it has been kept there.

The information about the refunds is not made public. Since ticket was booked with the agent, you will have to pursue it with the agent. Even airline will not entertain these requests.
